Here's where I sigh deeply. Because I actually have two other fics in my head how things progress after To Have and to Hold Down but whether they ever make it to paper is doubtful.
Here's my theory of Sam, which I'm sure I've expounded on before: Sam is a confused switch. He's been the top (not necessarily in a formalised or sexual way always, but at least the one in charge) in all his previous relationships... That's it until he meets Gene. And then there's an unexpected desire/need to submit... So, that's what going on between Sam and Gene. And to fight the inevitable Sam is asserting himself as the top dog with everyone else, case in point manipulating Ray and Chris.
Which answers your other question: Yes Sam knows exactly what he's doing, and he is playing with Chris and Ray on purpose. But the thing is, neither Ray or Chris know what they're doing, not really, so it will all backfire a little and in the sequel (which, seriously, probably never gets written) Sam will have to show Ray how to handle Chris right... um, yes, I'm talking Sam/Chris/Ray smutty shenanigans.
